    China Implements Stringent Drone Export Controls and Limits on US Entities to Enforce Trade Restrictions

    BEIJING / RankWire.AI / – On August 5, China introduced tighter restrictions on specific drone exports to the United States. This move is part of a broader set of measures involving trade policies, technology testing, and imported office equipment. China’s Ministry of Commerce stated that exporters are now required to secure individual licenses for controlled drones, critical components, and related technological items. These rules are enforced through the country’s existing dual-use export system. However, they do not ban all Chinese drones or drone parts from being sold to American buyers.

    China expands trade controls across drones, certification and imported office technology.

    The new process eliminates the simplified licensing previously available for certain drone products headed to the U.S. Regulators will now evaluate each shipment individually, considering the specific item, buyer, end user, and intended application before granting approval. China already regulates some drone engines, sensors, communication devices, and systems designed to counter unmanned aircraft. Current regulations also prevent the export of civilian drones for military use. The latest decision intensifies scrutiny on controlled technologies and equipment sent to customers within the U.S. market.

    Additionally, separate directives restricted transactions between Chinese entities and seven American organizations. The listed entities included Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. China linked these restrictions to U.S. actions concerning allegations of forced labor in Xinjiang. Another directive targeted Compliance Testing LLC, a product testing company based in Arizona. Chinese authorities explained that the firm supported Federal Communications Commission actions involving communications equipment and Chinese technology companies.

    Trade Measures Expand to Office Equipment and Certification Processes

    China also launched a national security investigation into imported printers, copiers, and multifunction office devices. This review covers equipment that contains operating systems, drivers, or embedded software developed or maintained by foreign firms. China’s Ministry of Commerce will analyze import data, domestic demand, supply reliance, and security concerns. Authorities may issue questionnaires, hold hearings, visit manufacturing sites, and order technical evaluations. The investigation may last up to 12 months, with the possibility of extension under exceptional circumstances.

    Another policy altered factory inspection procedures within China’s mandatory product certification program. The State Administration for Market Regulation ceased allowing Chinese certification agencies to assign follow-up inspections to organizations based in the United States. These inspections are essential for manufacturers to retain necessary approvals for products sold within China. Companies are now required to use other authorized providers for factory assessments if needed. This measure does not revoke existing certificates nor does it broadly ban goods produced by American companies.

    Chinese Officials Attribute Measures to U.S. Regulatory and Import Restrictions

    Beijing connected these measures to recent actions taken by the U.S. Department of Homeland Security and the Federal Communications Commission. The FCC has limited approvals for certain new foreign-made drones and key components entering the U.S. market. U.S. authorities also intensified enforcement of the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to its enforcement list on July 31. Goods associated with these entities are generally presumed to face restrictions upon entry into the United States.

    Chinese officials described the measures as restrained and called on Washington to lift the restrictions outlined in the government statement. The drone export controls, business limitations, and certification modifications took effect on August 5, the same day the office equipment investigation commenced. These orders do not specify any particular Chinese drone manufacturer nor do they completely halt all drone exports to the U.S. Instead, they target controlled products, seven American organizations, certification procedures, and foreign-linked software embedded in imported office devices.
