The Santa Fe judge, Bryan Biedscheid, determined that Facebook and Instagram had caused a public nuisance by worsening a mental health crisis among teenagers and neglecting to shield children from online dangers. Attorney General Torrez initiated the lawsuit following investigations that claimed algorithmic recommendation systems systematically exposed underage accounts to predatory contact and explicit content. Although the court ordered significant product modifications, Judge Biedscheid chose not to require mandatory identity verification for users under 13, citing federal privacy protections under the Children’s Online Privacy Protection Act.

    Meta’s corporate representatives stated after the hearing that the company intends to appeal the ruling to higher state courts. In an official statement, Meta emphasized that it has invested heavily in developing age-appropriate features, parent supervision tools, and automated content moderation systems across its platforms. Company officials argued that the decision misrepresents the platform’s design and overlooks internal engineering efforts aimed at removing harmful content and identifying malicious actors on social networks.

    Judge’s Order Allocates Funds for Prevention and Early Detection Efforts

    The ruling comes amid growing legal pressure on social media companies in both federal and state courts across the United States. Over 40 state attorneys general, along with hundreds of local school districts, have launched parallel lawsuits alleging that design choices on these platforms foster addictive usage patterns among teenagers. The New Mexico decision sets a significant legal precedent as additional cases proceed to trial in federal courts later this year.

    As Meta prepares to appeal the $567 million fine for teen mental health initiatives in New Mexico, state lawmakers are reviewing the distribution strategies for the trial proceeds. Officials in New Mexico have indicated that the funds will prioritize rural healthcare access, behavioral counseling in clinics, and school-based health centers. The structural remedies mandated in Thursday’s ruling are expected to stay in effect for five years, pending the outcome of Meta’s appeal.
